Have look at Eden Neighbourhood Plan, for the Upper Eden Valley in Cumbria
It allows for building new homes for farm workers, but not for tourism
I think the Winford one in Cheshire is interesting too in they positive want new housing
On 3 September 2014 the independent examiner’s report was considered at a meeting of the Cheshire West and Chester Council Executive. At the Executive meeting it was decided that minor modifications should be made to the Winsford Neighbourhood Plan, as set out in the examiner’s report, and the plan proceed to referendum.
The referendum was held on Thursday 23 October 2014. The ballot produced a 16 percent turnout of the 22,810 eligible voters, with 69 percent voting ‘yes’. The final stage in the process will be for Cheshire West and Chester Council’s Executive to ‘make’ the Winsford Neighbourhood Plan, at which point it will form part of the Development Plan for Cheshire West and Chester and will be taken into account in local planning decisions.
