Not every area of England has a parish council. NALC is working with DCLG and its County Associations to encourage the creation of more parish councils (see http://www.nalc.gov.uk/our-work/create-a-council ).
Parish councils have statutory powers and duties. They must carry out their duties (such as the provision of allotments where necessary); but their can use discretionary powers to deliver services needed by their residents (such as running community hubs / managing village halls). Many parish councils also run Youth Councils and Youth Cafes (such as Sevenoaks Town Council in Kent).
